Delhi Strengthens EV Leadership as India’s Electric Mobility Ecosystem Expands

New Delhi, Sep 17: Delhi has retained the top position in the India Electric Mobility Index (IEMI) 2025, underlining the growing importance of electric vehicles, charging infrastructure and technology-led mobility solutions in India’s evolving transport economy.

According to the latest NITI Aayog index, Delhi recorded an overall score of 84, improving significantly from 77 in the previous edition. Maharashtra followed with a score of 78, while Karnataka secured 73. Chandigarh and Goa recorded 71 and 65, respectively. The index evaluates states and Union Territories across three broad areas — transport electrification, charging infrastructure readiness, and research and innovation in electric mobility.

The improvement in Delhi’s score reflects the broader development of its electric mobility ecosystem. For businesses, the progress is significant because the transition to EVs extends well beyond vehicle sales. It is creating demand for charging networks, batteries, components, software, fleet solutions, energy management systems and specialised mobility services.

Maharashtra and Karnataka also recorded strong performances, with both states improving their scores from the previous edition. Maharashtra moved from 68 to 78, while Karnataka rose to 73 and moved into third position. Among the large states, these two emerged as the leading performers, highlighting the growing role of industrial capacity, technology capabilities and infrastructure in shaping the EV market.

The index also points to differences in the pace of electric mobility development across regions. Karnataka recorded particularly strong performance in charging infrastructure readiness, while Madhya Pradesh registered a notable improvement in its overall position. Among the northeastern and hilly states, Manipur recorded the highest score at 46.

For India’s automotive industry, the findings come at a time when electric mobility is increasingly becoming an important part of the country’s manufacturing and investment landscape. Greater EV adoption can support opportunities across the value chain, including battery manufacturing, charging equipment, power electronics, vehicle components, digital platforms, maintenance services and recycling.

The shift could also open new opportunities for startups and smaller businesses. As EV fleets expand, demand is expected to grow for technology-enabled fleet management, charging-as-a-service models, battery diagnostics, financing solutions and other supporting services.

The IEMI 2025 covered 36 states and Union Territories and showed that the national median score increased from 36 in the previous edition to 40. The change indicates overall progress, while also showing that the development of electric mobility remains uneven across regions.

The report therefore highlights a larger business trend: India’s EV transition is gradually moving from being primarily a vehicle-adoption story to becoming an ecosystem-driven industrial opportunity. The next phase will depend on how effectively states combine consumer adoption with reliable charging infrastructure, technology development, investment and a stronger domestic supply chain.
